Tesoro's Golden Eagle refinery is located in Martinez, California on 2,206 acres about 30 miles east of San Francisco.With a crude oil capacity of 166,000 barrels per day, the Golden Eagle refinery is the company's largest facility and the second-largest refinery in Northern California.
The refinery was built by Associated Oil in 1913 to process heavy crude oil transported by pipeline from California's San Joaquin Valley. The refinery's “Golden Eagle” name is an acknowledgement of the raptor hallmark associated with a previous owner's marketing operations.
Using crude oils from California, Alaska and foreign sources, the refinery produces a high proportion of motor fuels, including cleaner-burning Ultra Low Sulfur Diesel, as well as conventional gasoline and diesel. The refinery also produces heavy fuel oils, liquefied petroleum gas and petroleum coke.
Golden Eagle refinery receives crude oil by tanker through the San Francisco Bay, a third-party terminal at Martinez and third-party pipeline systems. Tesoro also operates refined products terminals at Stockton, California and the refinery.
Environment. Environmental stewardship has always been one of Tesoro's most important priorities. In 2006, the company invested $570 million in capital projects to keep our refineries well-maintained, environmentally compliant, and able to deliver the products necessary to meet our customer demand.
At a budgeted cost of $503 million, the Golden Eagle refinery coker modification project enables the company to comply with an abatement order signed with the California air quality regulators to significantly reduce air emissions. It also enhances shareholder value by increasing the refinery's capabilities while reducing operating costs.
Three wharf facilities — Amorco, Avon and Pittsburg — support Golden Eagle refinery's maritime operations. Along with the refinery, they are situated adjacent to wetlands and environmentally sensitive waterways.
Tesoro's commitment to enhancing natural resources includes support for the Bird Rescue Center's avian rehabilitation facilities, the East Bay Park District, the John Muir Heritage Land Trust, the United States Coast Guard, and select schools within the Mount Diablo Unified School District that focus on protecting our environment through raising awareness, restoration and preservation of trails, cleanup and recycling programs.
Health and Safety. Tesoro's vigilant safety programs have contributed to continuing improvement in employee safety over the past several years. This can be seen in our 45 percent reduction in the frequency-of-injury rate since 2004. In 2006, we posted the lowest Occupational Safety and Health Administration (OSHA) recordable incident rate in our history. In 2006, the Golden Eagle refinery received numerous awards for its outstanding safety performance from the National Petrochemical and Refiners Association, including:
The Gold Award, which recognizes facilities that have reduced by 25 percent or more their total recordable incident rate with no workplace-related fatality of an employee or non-employee during the calendar year.
The Meritorious Safety Performance Award for achieving a total recordable incident rate of 1.2 or less with no workplace-related fatality of an employee or non-employee during the calendar year.
The Award for Safety Achievement: 1+ Years, recognizing the facility for operating one or more years without an employee lost workday case involving days away from work and without a workplace-related fatality of an employee or non-employee during the evaluation period.
In addition, Union Pacific railroad presented the Golden Eagle refinery with the 2006 Union Pacific Chemical Transportation Safety Award for safe loading practices and a record of no material releases. The award was given to only 30 out of 1,200 Union Pacific hazardous material shippers.
Tesoro Golden Eagle continues to be a leader in safety improvement through its launch of OSHA's Voluntary Protection Program (VPP), which focuses on culture change within an organization.
The program is led by the refinery's Joint Health and Safety Committee, comprised of management and labor leaders who put safety first and promote safety awareness and positive safety outcomes through various resources.
Serving Our Community. The Golden Eagle refinery's community roots are deep, and the values of our company and employees are aligned to meet our neighbors' expectations. Our Community Advisory Panel meets monthly to share information about how our operations impact our neighbors in Clyde, Vine Hill, Martinez, North Concord, Bay Point and Pittsburg.
In 2006, Tesoro's Golden Eagle refinery invested more than a half-million dollars into local charities through employee donations as well as company charitable contributions.
During the past year, the refinery supported 40 charities, and employees donated more than 3,400 volunteer hours.Highlights include hosting the Special Olympics of Northern California Regional Softball Championships for more than 600 athletes and their families at the Tesoro and Junior Optimist Baseball League ball fields. The Tesoro Golden Eagle refinery's commitment to supporting youth in our community is reflected in the fact that more than 90 youth baseball teams, local soccer leagues and a high school soccer team are all supported by the donation of 15 baseball fields and soccer facilities owned by Tesoro Golden Eagle refinery.Our sports complex positively impacts our local youth and serves over 4,000 families.
Nearly a dozen schools in Contra Costa and Solano counties receive support from Golden Eagle refinery in the form of volunteer teachers and mentors, financial grants, vocational career programs, science fair exhibits and teacher in-service. The employees of Tesoro Golden Eagle are also proud to support the following organizations, both financially and through volunteer opportunities: the Boys and Girls Clubs of Diablo Valley, Shelter Inc., the Food Bank of Contra Costa and Solano Counties, Relay For Life, Cure Autism Now, Sheriff 's Charities, Toys For Tots and a host of other charities that serve the needs of our communities.
